DFAF LEGACY FILM - CALL FOR APPLICATIONS (18/02/2011)
Screen Yorkshire is seeking applications from organisations interested in working with the UK Film Council and Screen Yorkshire to create a short film (anticipated to be a maximum 5 minutes, with option of shorter, teaser versions) showcasing the work developed and delivered across England through projects supported by the Digital Film Archive Fund (DFAF).

The project requires a research phase to sift the vast quantity of material derived through DFAF investments – this will include newly digitised archive content, re-purposed materials and documentary footage of project delivery. A second phase will engage a production facility to edit the sifted footage into an engaging , high quality film reflecting geographical spread, diversity of participants and activity and key impacts, outcomes and statistics.
The project stakeholders require a final edit which is slick, professional and entertaining, produced in the spirit of DFAF’s desire to showcase the versatility and broad appeal of archive film. The resulting work will be both a testament and celebration of the activity delivered and a vehicle to demonstrate the varied, vital and dynamic functions which screen heritage can perform. In terms of end users the film should reflect back to participants the scope and total impact of the scheme, whilst also offering a vision of future potential for stakeholders and opinion formers.
DFAF:
The Digital Archive Fund is a UK Film Council lottery fund set up to increase public access to regional screen heritage. Used strategically, the money will ensure that access to screen heritage is provided to as many people as possible through a variety of platforms (i.e. through screenings, festivals, online, and public spaces). The Fund aligns with the vision of the Strategy for UK Screen Heritage that the public is entitled to access, learn about and enjoy its rich screen heritage wherever they live and wherever materials are held; for more detailed information please visit www.bfi.org.uk/screenheritage.
Screen heritage is held in many different places including film archives, universities, record offices, production companies, galleries, museums and libraries. The fund is about making content accessible in the digital age, regardless of where it is held. For the purposes of this fund, Screen Heritage is defined as encompassing moving image media, from traditional film and television to artist’s film & video; animation (both traditional and digital) and digital material distributed via the Web together with contextual material including scripts, designs, marketing and publicity material and documents relating to production, distribution and consumption. The Project:
Screen Yorkshire is seeking an appropriate partner with which it can work to create a short film documenting and celebrating the work delivered through DFAF supported projects in England.
The successful applicant will be take on the role of Project Manager, working with Regional Screen Agencies and UK Film Council to oversee the collation. research, clearances and editing of DFAF material and the delivery of final film. Specific activities – e.g. research, editing - can be outsourced or sub-contracted. Consultation with Screen Yorkshire and UK Film Council will be required on key contracts, particularly the appointment of production facility.
Screen Yorkshire & UKFC wil provide an overview of projects with base data on location, subject and participants. The Project Manager will need to liaise with contacts within Regional Screen Agencies (RSAs) to identifiy particular opportunities and key activity. RSAs will also be able to broker introductions to DFAF partners and assist in securing DFAF funded materials. An independent monitoring and evaluation process has been working with DFAF since its inception and UKFC will provide access to data gathered across all projects in England.
The resulting film will showcase the breadth of archive content and the diversity of DFAF activity in a professional, high value and contemporary format. The film should reflect the diveristy of participants in DFAF projects, regional spread (all 9 English regions should be represented in final edit), spread of activity – archive content, on-line, screenings, participatory work - and include the presentation of key statistics provided through DFAF monitoring.
Both Screen Yorkshire and UK Film Council will maintain close contact with the Project Manager and will be available to comment and advise over the duration of the project. As stakeholders both bodies reserve the right to make editorial interventions and steer overall direction of the project.

Partner and Delivery Criteria
It is expected that the succesful applicant will be able to demonstrate experience of:
- Project management involving multiple contributors and stakeholders
- Research and curation of film and media
- Film and film production
- The use and repurposing of archive content
- Budget management
- Project reporting
Deliverables:
Once the final edit is approved by Screen Yorkshire and UK Film Council the project shall supply:
- 1000 disc copies (Blu-Ray or DVD) in good quality presentation
- Digital Masters offering best option for future exploitation
- Catalogue of all content used and its provenance
- Ongoing online strategy for promotion and distribution across existing platforms
Timescales:
A proposed schedule of work, incorporating milestones for delivery will form part of the application document. Deadline for applications is Friday 25 March 2011. Applicants will be notified of a decision within 6 weeks of the deadline. The project will need to deliver the completed film by the end of June 2011.
Monitoring And Evaluation:
Award recipients will be required to report to Screen Yorkshire (or its designated project monitor) through an agreed schedule listing milestones. In addition recipients will be required to provide data as required by national or regional stakeholders. Periodic meetings will be required with stakeholders to discuss ongoing practice and development.
Finance:
Maximum Screen Yorkshire and UK Film Council contribution: £28,000 to include VAT if applicable. Projects require a minimum of 30% matched funding. In kind contributions will preferably make up no more than 10% or more of total budget. Value for money will form part of the assessment criteria. Screen Yorkshire does not guarantee that successful applications will receive the entire amount for which applied.

A fully completed DFAF application form.

Indicative list of programme delivery team(s) including relevant partner organisations
A detailed budget with identified sources of income / match funding

Applications will be assessed by Screen Yorkshire in consultation with UK Film Council, and may be sent to external assessors for further review. The final decision will be made by the Screen Yorkshire Lottery Committee in consultation with UK Film Council.
